Cobweb Eliminator is FDA and USDA-approved for use even in food processing facilities. It breaks down the webs to make them easy to remove. It leaves a residue that discourages new formation.
It's applied so the surface of the treated area is completely wet. A stiff-bristle brush or broom is then used to remove webs.
Comes in three sizes: quart (treats about 2,000 sq. ft.-home), gal. (covers about 2,500 sq. ft. for outdoor use such as treating around eaves), and 5-gal pails. Prices start at $9.95 plus $3 S&H.
